The molecule which gives the red cabbage it's color changes color when exposed to solutions with acidic or basic pH ranges. The color changes are not specific enough to be uses to determine a precise pH but the color changes do include the entire pH spectrum with several different vibrant colors from red to pink to blue to purple to green to yellow.
